Basic Medicare and Medicaid Information
Federal law requires us to give you the following descriptions of the Medicare and Medicaid Programs and information about how to apply for coverage. Please note that these descriptions are general and do not include all the details about the programs. For more information, please contact our Social Services Office or the agencies listed below:
Medicaid - State Assistance Program for Needy Individuals
Eligibility:

Aged - 65 years of age or older
-
Blind - poor eyesight hampers ability to earn living
-
Disabled - disability hampers ability to earn living
-
No more than $1500 total assets - savings, checking, cash,
car, life insurance, etc.

Length of Coverage:
Unlimited length of stay in nursing facility, provided the person does not exceed the $1500 resource maximum.
Payment to Facility:
The individual keeps a $40 monthly allowance. The remainder of the monthly resources, including social security, pensions, private retirement, annuities, etc., is turned over to facility as partial payment for the bill. Medicaid pays the rest of the total cost, including medication, doctor services, laboratory charges, etc. Medicaid does not cover certain items such as beauty shop services and special foods or personal care items not ordinarily furnished by the facility. These items can be purchased with the monthly allowance.
Caution!
We recommend the family contact our Social Services office approximately one month before the resident's funds are reduced to $1500 so that the application for Medicaid can be made.
Medicare - Federal Health Insurance Program
for Elderly and Disabled Individuals
Eligibility:
To apply, visit the local Social Security Administration Office at least three months before your 65th birthday. Bring your birth certificate or other proof of age. If you cannot visit in person, call the office to apply through mail. The Social Security Administration is located at:

Requirements:
At least 3-day hospital stay within 30 days before admission.
Skilled care on a 24 hour basis (Medicare has a very strict definition of "skilled care" - not all nursing home care meets Medicare's definition).
Length of Coverage: 1-100 days within a benefit period. Actual amount depends on how long skilled care is required. A new benefit period begins if the individual had not required skilled care for at least 60 consecutive days and then is rehospitalized and needs a different type of skilled care.
Payment to Facility: 1-20 days paid totally by Medicare. For 21-100, the individual or his/her insurance company must pay a co-insurance
amount. The current co-insurance amount is $96.00 per day. It increases each year. Payment covers semi-private room, meals, nursing care, rehabilitation, drugs, and medical supplies and use of equipment. It does not cover personal convenience items, private room, custodial care, etc.
Two Parts of
Medicare:

"Part A"
- covers basic costs in a hospital or skilled nursing
facility
-
"Part B"
- covers ancillary charges such as X-rays, laboratory tests, medical equipment, and therapies when a person's stay in the nursing facility is not covered by Part A.
Caution!
Medicare is becoming more strict about what is and is not covered. Very few people receive the full 100 days of coverage.
